Once per round, when any ally within 5 squares of Fleck reduces an enemy to 0 hit points or bloodies an enemy, Fleck can grant 4 temporary hit points to that ally.

Song of Rest When Fleck plays an instrument or sings during a short rest, she and each ally who can hear her is affected by her Song of Rest. When an affected character spends healing surges at the end of the rest, that character regains 4 additional hit points with each healing surge. A character can be affected by only one Song of Rest at a time.
